As an organizer, I want to only be required to opt into the clickwrap agreement on the Response Statistics tab if I am collecting PII data, so that I can always view the data that I am collecting with minimal intrusion.
**Background**
With this feature T322209, organizers can select what questions they want to ask participants and as a result, can choose to select only non-PII questions. Hence the need to specify the clickwrap agreement covers only the PII questions in this task T322209 and also allows the aggregate PII data to always be visible regardless of accepting the clickwrap agreement or not.
**Acceptance Criteria**
* Update when the clickwrap agreement is displayed on the Response Statistics tab for organizers, so that organizers can always see the aggregated non-PII responses whether the organizer has accepted the clickwrap or not
* Do not show the aggregated PII responses until the organizer has accepted the clickwrap
* The three flows for how this will work is as follows:
** If the event has PII & non-PII questions:
*** Organizers of the event should be able to see non-PII questions in the Response Statistics tab, but they need to agree to the clickwrap agreement in the response statistics tab to see PII data
** If the event has only PII questions:
*** Organizers of the event need to accept a clickwrap agreement in order to display any data on the Response Statistics tab
** If the event has only non-PII data:
*** Organizers of the event can open the Response Statistics tab and see data, with no need to accept a clickwrap agreement (so no clickwrap agreement in the UI)
* Remove all data obfuscation applied to the aggregate responses from the aggregate non-PII responses. That is: Given an event has ended
* And participants have answered non PII participants questions
** Then that data should show in the Response statistics tab
** And it should show if there are less than ten total responses to a question
** And it should show if there are more than ten total responses to a question
** And it should not show ranges, but always display the number of responses for each answer to each question
