This means that the oldest pages are listed first, a sort order which is unexpected and unfamiliar to wiki users, as it is not used anywhere else in the UI. It should be possible to sort Special:Whatlinkshere by page title. In fact, this should probably be the default sort order, to match other "list"-type special pages.
