Create the basic feed defined in the product definition in T143719. As an initial set-up step, we imagine this will have all of the features and data of the RCFeed. Issues to be researched include whether the feed can be set up initially within the Public Events Feeds architecture and whether we will ultimately need two feeds (one for Vandalism Fighting and one for New User Support) or whether both workflows can be supported by one feed.

Publish a new topic `ReviewStream` containing everything from `mediawiki.revision-create` and the ORES scores for the models available in the current wiki.
