It seems in <https://gerrit.wikimedia.org/r/114088> Erik B. decided to put the Flow extension on Meta-Wiki. I don't believe there was any request for this extension or any community consultation. This extension should be removed until there's consensus for Flow to be enabled on Meta-Wiki.
