We can do a simply query across all Wikipedia projects (we could theoretically do this for all Wikimedia projects but we need to draw a line somewhere) to calculate the total number of editors who meet the 500 edit/6 months/10 edits criteria. We can then use that with the number of unique editors who have a Library Card account to get a total %.
