The Wikipedia Library project needs a platform that can help manage, monitor, and distribute accounts to partner resources. We have documented the concept at https://en.wikipedia.org/wiki/Wikipedia:The_Wikipedia_Library/Processes/Library_card_platform .
In the next couple months, @ThatAndromeda is developing the first phase of developing the platform, with a focus on making more efficient our publisher database access distribution by automating much of our [[ https://en.wikipedia.org/wiki/Wikipedia:The_Wikipedia_Library/Processes/Signup_Setup | current distribution process ]]. Currently, the 6 sprints that will meeting the following Milestone:

T118252: Milestone 3: Resource grant applications
T118253: Milestone 4: Application management workflow
T118254: Milestone 5: Internationalization
