**####Background**
As part of increasing the accessibility of the Edit Patrol suggested editing task, we want to enable users to use pre-written messages and templates. Currently, users will have two ways to insert pre-written warning message:

These are a set of 10 standardized messages identified by the team after reviewing warning templates created by different wikis. Currently they will live in the app, and are only edit-able by the user in their own account. We created these standard messages because we saw in research that not all language wikis had their own Warning Templates already ([[ https://en.wikipedia.org/wiki/Category:Standardised_user_warning_templates | English ]] for example)

####User stories
- Creation of an extension that allows a prefixed set of Saved Messages designed by the apps team (similar to how [[ https://en.wikipedia.org/wiki/Category:Standardised_user_warning_templates | Huggle ]] has done) available to each language wiki for translations and edits.As an admin on French Wikipedia, The system could resemble Growth team's [[ https://www.mediawiki.org/wiki/Growth/Community_configuration | Community Configuration ]]I want to be able to add an example message into the App that welcome users to French Wikipedia and directs them towards resources.

**Potential Spikes**
As an admin on Igbo Wikipedia, I want to change the permission level of Edit Patrol to allow users with 500 edits and 30 days of tenure to use Edit Patrol.
- What happens when a user makes a modification to a saved message in-app,As a new rollbacker on English Wikipedia, I want to have quick access to English Wikipedia's policies on warning users.
####Requirements

2) Allow configuration of** who the tool is available to** (currently the tool is available to users with rollback rights, but we have heard feedback that communities may want it open to users with other rights, or a certain editing threshold)
3) Add a configurable **guidance page, **allowing admins to add wiki-specific guidance to patrollers based on what warnings a user previously had, and what steps should come next based on community policy.
