When processes fail, we need to let users know about it. There are two types of failure: time outs and generic failures. We will have a message for each type.

=Functionality
- **Link in dialog for reporting problems:** https://meta.wikimedia.org/wiki/Talk:Event_Metrics.
- **Dismissing the dialog:** The can dismisses the dialogs by (1) clicking on the X in the upper-right corner, (2) clicking outside dialog (3) hitting the esc key.
- **When the user dismisses the dialog box:**
- The dialog disappears.
- The On-Page Message shows the previous timestamp; I.e., it does not update.
- The Update button, Download menu and View Edit List button return to their available states.
