As part of our incorporation of authentication systems, we will need to rework how renewals work. Currently, at the 12 month mark the system considers access expired and explicitly tells users to request renewal. To meet in the middle between manual access and proxy access we will want to remove this explicit check and replace it with a less committed 'renew your account?' message that is always available. Under the authorization system, we can then explicitly notify users when they need to renew their access.
