There are some people [1][2] for whom we are relatively confident about which text input mode they expect to see because they have explicitly expressed as much in their [Preferences](https://en.wikipedia.org/wiki/Special:Preferences#mw-prefsection-editing).

We would like to split the people on wikis that have not explicitly set editor preferences (see cells with //???// above) into two groups: Group 1 and Group 2.In line with the principle above, the Reply tool should behave in the ways described in this table:
Group 1 should see the `visual` text input mode when they click a "Reply" link.
Group 2 should see the `source` text input mode when they click a "Reply" link.
