As a Wikibase SysAdmin, I want to configure WBManifest to recognize that I have enabled federated properties from Wikidata so that I can still use tools like OpenRefine in my Wikibase when federation is enabled. **Things to keep in mind** - In the MVP of Federated Properties, there are no local properties at all (all properties exist only on the source Wiki, e.g. Wikidata) so there are no local properties to map to a Wikidata property within WBManifest - What do toolbuilders need to know w/r/t properties?
