As a release engineer, I need to be able to test the changes I make to our deployment tooling before using them to deploy to production. Due to the migration of Mediawiki to k8s, I need to be able to test deploying to Kubernetes. Task: Add the ability to build and deploy to kubernetes to the train developer environment. Acceptance criteria: [ ] A production quality mediawiki image can be built in the train developer environment [x ] A kubernetes cluster is created/running when starting the train developer environment [x ] Helm is installed and can be used to deploy to the kubernetes cluster [ ] Helmfile is installed and can be used to deploy to the kubernetes cluster [ ] The deployment-charts repo is included in the train development environment
