====Background**Problem to solve**
Currently, when other users edit the user or user_talk page of a blocked user they see an information message"this user is blocked" information messages appear when viewing redlink and editing user and user_talk pages of blocked users. These information messages seem appropriate if a user is blocked sitewide, but not appropriate if a user is only partially blocked. For exampleBlock stigma is real, if User:AdminPerson blocks User:Apples and User:Bananas goes to edit `User_talk:Apples`:and showing this message whenever anybody edits their talk page could do more social harm than good.

* Leave these messages as-is if the block is sitewide
* Do not show these messages if the block is partial:
* Special:Contributions will always show the most recent block status for the user (partial + sitewide)
