Investigate how many improvements the different option would provide us with and the expected workload for each option. This is for us to be able to prioritize between the options. We also actively need to communicate with relevant volunteers before we initiate any work. E.g. involve the international Wikisource community to discuss value and possibilities and give them a real opportunity to provide feedback.
