As a WCQS maintainer I want new instances of WCQS to be configurable via Puppet so I can efficiently maintain a WCQS production cluster. Most of the configuration is similar to WDQS, but there's the additional matter of setting up the authentication (not sure how much work is required on this). AC: * All WCQS instances are configured in Puppet and the configuration is online
