**Reason**
The author, User:LivingShadow / Simon A. Eugster (who doesn’t seem to have a Phabricator account – I’ll Special:EmailUser him on dewiki), hasn’t committed to this repository since October 2013 ({rELWE3ae7fc6dfb23c59162947c2b5c6819cdb637aacf}). All the non-automated commits since then (`git log --perl-regexp --author='^((?!libraryupgrader)(?!Translation updater bot)(?!jenkins-bot).*)$'`) look like maintenance fixes of various sorts (JSON i18n, `[]` syntax, code of conduct, etc.), not new features or anything. I suspect the extension is completely unused (but I’ll ask the related [WikiProject Identification Keys](https://www.wikidata.org/wiki/Wikidata:WikiProject_Identification_Keys) to make sure).
The practical motivation to mark it inactive or unused is that it uses some Wikibase internals which we’d like to change without having to worry about breaking this extension (compare e. g. [I44f64f76f3](https://gerrit.wikimedia.org/r/544986)).
