It looks like `investigate` grants access to the whole `Special:Investigate` toolset, included the `Special:InvestigateLog` page. In order to let members of some global groups (namely staff, ombudsmen and stewards) to see the logs without actually using the tool, please split from `investigate` the ability to check the `Special:InvestigateLog` page by creating a new `investigate-log` right. This already happens in the old CheckUser where we have `checkuser` and `checkuser-log`. Thank you.
