Currently when anonymous users click on collections, they are prompted to sign in. Moving forward, they should see the same view as logged in when clicking on main menu 'collections' and only be prompted to login when they hit the 'create collection' button. This means anon user sees public collections and can click on 'my collections', at which point they would see the 'create collection' button. When user click on 'create collection', the login CTA drawer appears.
