####User story & summary:
We're allow limiting the "Add a link" (structure task) only to newcomers that fall under a specific amount of total edits. We're doing this because we received the following community input: reduce the high volume of low-impact edits that needs patrolling, and prevent users from abusing this feature to boost their edit count / being autopromoted to specific user groups.

- [ ] notification: newcomers with more than X edits && that completed at least 1x add-a-link task && still have add-a-link selected will receive a congratulatory/levelling up message — {T393771}
