If a user has applied to a partner by mistake or otherwise wishes to withdraw their application, there should be some mechanism for them to do so without requiring intervention from coordinators.

Practically, we probably want to give users an option on both the My Applications and the Evaluate Application page to change an application's status to Invalid.
