Write an explanation of how to use the RCStream API. https://www.mediawiki.org/wiki/Requests_for_comment/Publishing_the_RecentChanges_feed explains what RCStream does. https://wikitech.wikimedia.org/wiki/RCStream , and http://juliuszgonera.com/wddh/documentation/rcstream.html , have some sample code. I'll (//who?//) stash other useful links into this Phabricator task as I work. Need to update documentation for the current IRC stream feeds to mention this, also mention on e.g. [[ https://meta.wikimedia.org/wiki/Help:Recent_changes#See_also | Help:RecentChanges]]
