$wgUseDumbLinkUpdate and LinksUpdate::doDumbUpdate were removed from MediaWiki in 1.22: https://gerrit.wikimedia.org/r/#/c/88789/ The DumbUpdate in GeoData is just the update needed for the db backend. (and is done if geodata was removed from a page) This method could be renamed to reflect what it does.
