Per https://commons.wikimedia.org/wiki/Commons:Village_pump/Proposals#Give_autopatrolled_users_more_upload_options please grant the autopatrolled user group on Commons the "upload_by_url" flag and depreciate the extended uploader user group. If the group must be emptied before it is removed please let me know. I just don't want to do it before the relevant user right is added to the autopatrolled group. Thanks!
