When $wgEchoUseJobQueue was last set to true, there was a large slowdown in delivering notifications, so it was reverted. When it was last attempted to re-enable it, it was just deployed on group0 wikis for a staged rollout, except it wasn't finished. This tracks the necessary tasks before we can re-enable it again.
