**Steps to replicate the issue** (include links if applicable):
* Make sure you are logged in and use Vector 2022 (default) skin.
* Open a Wikipedia link with an URL fragment to a paragraph anchor link (e.g. [[ https://en.wikipedia.org/wiki/Wikipedia#Decline_in_participation_since_2009 | Wikipedia#Decline_in_participation_since_2009 ]] ([[ https://en.wikipedia.org/wiki/special:permalink/1318038386#Decline_in_participation_since_2009 | permalink ]]).
* (Also make sure the link is NOT opened in a window with the same page already opened, in this case the problem does no occur.)
**What happens?**:
A toolbar (sticky header) appears and overlaps a beginning of the paragraph.
**What should have happened instead?**:
Amount of automatic scroll on those links opening should be such that there is a room for the toolbar.
As is the case for proper section links.

The problem happens in both (current) Mozilla Firefox and Google Chrome browsers (no other one tested).
