The target is https://meta.wikimedia.org/wiki/Help:Page_history (not on mediawiki.org like with [[ https://phabricator.wikimedia.org/diffusion/MW/browse/master/includes/specials/SpecialRecentchanges.php$60 | RecentChanges ]]) which however is not translatable. Adding #user-notice so that if it is implemented, wikis know they can link to their local pages.
