Add a feature flag that enables/disables Special:UsersWhoWillBeRenamed (https://meta.wikimedia.org/wiki/Special:UsersWhoWillBeRenamed) on a per-wiki basis. Set that feature flag to disable the feature for WMF managed wikis. It is empty and the sulfinalistion (renaming accounts) seems done.
