irc1002.wikimedia.org provided —and still does— a default cloak for all users (`@anonymous.user`). Since T376014, irc.wikimedia.org points to irc1003.wikimedia.org, which no longer provides a cloak.
As I understand, IRC users are no longer visible to each other on the new ircstream service, so I suppose a cloak may not be necessary. Still, a user joining irc.wikimedia.org may think their IP is exposed. Is this intended, or should a cloak be enabled on irc1003.wikimedia.org as well?
It may be useful to mention this new behavior in the MOTD shown when joining the server. I was initially confused when I noticed my IP was visibile and the IRC channels suddenly had no users (while bots using IRC streams were clearly still working). To find out about these changes I had to first find T376014, then ircstream on wikitech, and finally the ircstream's readme on GitHub.
