====Background
Displaying both Save and Watch as unlabeled icons within the toolbar could create considerable confusion for users, particularly since the Watch star icon is often interpreted as a “favourite” action. Moving Watch into the overflow menu ensures the action is always accompanied by a label, helping clarify its purpose and better differentiate it from Save. As part of this work, Watchstar is also proposed to be moved into the overflow menu on Talk pages to maintain a consistent location across views and ensure the action is always accompanied by a label for additional clarity.

As a Wikipedia user, I want the Save and Watch actions to be clearly distinguishable and consistently placed in the same location so that I can understand and access them without confusion.

For logged in users,
[] Show Save icon in place of Watchstar above all articles as shown in the design
[] Show Watch as the first option under the tools menu as shown in the design
[] Show Watch as the first option under the tools menu on Talk pages as shown in the design
[] Show Subscribe function in place of Star on Talk pages as shown in the design
[] Remove the current preference of showing Save to users with 0 edits/beta users and Watch to other users above article.
