In T280814 and T280817, we stopped injecting `TokenChangeInteractor` into `SpecialMergeItems` and `SpecialItemRedirect` to simplify construction and tests. Creating a service wiring for this class will help us avoid direct instantiation in the `SpecialPage` class methods and provide an already cached instance of this Interactor. In order to introduce this service, the `checkRequestToken` might need to be updated, in order to avoid passing the user into the class constructor.
