Currently local file uploads for parser test cases are handled in `parserTest.inc`'s `setupDatabase()` and `setupUploadDir()`. There's not a really good hook point in there, so extensions like TimedMediaHandler that would like to test usage of their files from the parser have an awkward time injecting additional files. This is done today by hacking core, which sucks.
