Please base this on the PHPQueue library that we're using in DonationInterface.

All CRM module queue functions should be refactored on top of PHPQueue rather than FuseStomp. At the end of this step, we'll still be using ActiveMQ and nothing should have changed. This will give us the ability to consume from Redis with just a configuration change.
