The message displayed to users when they attempt to use Special:EmailUser or Special:Upload is the same message displayed when the user tries to edit. This will not work anymore 'cause we have a more specific wording for partial blocks.

The partial block message kinda works for move/delete/protect but it is worth considering having something more specific related to the action in question. Non-editing actions like upload or email would also benefit for a more tailored message.
To my knowledge, the only action that has a non-generic block message is create account.
