This task represents the work with enabling the New Topic Tool as an opt-out feature on desktop at: all multi-lingual projects (e..g Commons and Wikidata)
As a result of this deployment, and the three before it (T285724, T307410, and T309368) the New Topic Tool should be available at all Wikimedia wikis **except de.wiki, en.wiki, fi.wiki, and ru.wiki.**
