AND at least once qualifier snak is added, removed, or changed

**Acceptance criteria:**
[] dashboard exists that tracks the number of triggered warnings and openings over time
[] First 3 stats all co-occur on one graph (make it stacked like https://exceljet.net/chart-type/stacked-column-chart). The sum should therefore equal the total number of statement value edits
[] Final statistic (open modal clicks) one one graph
