We need conftool (at least the python library?) on deployment masters to implement pooling/depooling from scap.

We need [[ https://wikitech.wikimedia.org/wiki/Conftool | conftool ]] ({rOSCT}), or at least the python-conftool library, on deployment masters. This is needed in order for us to implement pooling/depooling from scap as in {D600}.
