Add Scribunto to extension-gate in CI. In T96264 Wikidata was added which has tests that are skipped without Scribunto.

Add Scribunto to extension-gate in CI. In T96264 Wikidata was added which has tests that are skipped without Scribunto. We have tried to add it but the test runtime skyrocket causing gate delay (T126274). Will need to tweak the Scribunto config before being able to add it again.
