Back in 2012, the English Wikipedia community passed an RFC to noindex any pages that had not been reviewed by the community (https://en.wikipedia.org/wiki/Wikipedia:Requests_for_comment/NOINDEX). This was actually implemented within the PageTriage extension, but then disabled due to T39349. It looks like T39349 is now fixed, so we should re-enable this feature.
