When offline it should be possible to view previously loaded Wikipedia articles. This would allow people to open Wikipedia articles when there is WiFi and then take them to places where there is no internet available for educational purposes. I would suggest we make the last 10 viewed web pages available using a network first load strategy. A proof of concept is here: https://gerrit.wikimedia.org/r/273388
