The schemas for manually scoring a wiki artifact should be editable and readable. Display strings must be localizable. I'd like to make help text mandatory for each control. I think we're okay with supporting slight variations on schemas, to do things like A/B test for Wiki Labels clarity and usability. @AndyRussG implemented a generalized schema for CentralNotice campaign features, we should look to that for inspiration.

Our working theory is that scales should be binary rather than giving lots of options such as integers 1-10.
