As part of the "new translation" entry point (T241590) from the Translation Dashboard, users can start a translation of a section for an article of their choice. This ticket focuses on the case where such selection is done though the url or an external tool.
Users can access directly the translation of a specific section through the URL (directly, through an external tool, bookmarks, etc.). When doing so, a special version of the confirmation step is shown which includes the selected section:

We want external tools to be able to provide the detail they can and let the user complete the rest to start the translation. These are some scenarios to support:
- Article and section are provided: both article and section get pre-selected as shown above.
- Article selection: The article is provided in the URL but no section. The confirmation step is shown with the article selected and the user will proceed to select the section (as int he standard workflow).
- Article selection without an exact match. When there is no exact match for the article provided, the destination will be the search step, to provide the opportunity to adjust the query.
- Language selection. The source language is mandatory. However, it should be possible to keep the target empty and Section Translation will select one (from frequent languages different than source).
