See migration instructions in T289020. Note that most of the code in ContentTranslation uses ContentTranslation's bundled version of Vue, which is already the non-compat version of Vue 3 (I believe). We only have to audit and migrate the small pieces of code that are run by the MediaWiki-bundled version of Vue.
