This new class should: - Make available the applicable data for the table and the user/IP/other filters Notes; - We could do this through the JobQueue if the queries prove to be expensive - Create the query and see what it looks like - Examine getting the data (or some of it) from the CentralAuth API. This may need a fall back for 3rd-party wikis or any WMF wiki without CentralAuth
