**Steps to replicate the issue** (include links if applicable): * Create a new account * On testwiki, visit any page containing an external link * Make some edit that does NOT add any new links, e.g. [[https://test.wikipedia.org/w/index.php?title=User:Suffusion_of_Yellow_alt_11/sandbox&diff=prev&oldid=570713|this one]]. **What happens?**: A CAPTCHA is triggered. **What should have happened instead?**: No CAPTCHA is triggered. For example, [[https://en.wikipedia.org/w/index.php?title=User:Suffusion_of_Yellow/sandbox2&diff=prev&oldid=1156014777|this edit on enwiki]] did not require a CAPTCHA. As noted above, this does not seem to affect enwiki. I have not tried any other wikis.
