Special:ProblemChanges should filter only for tags intended to draw attention to potentially problematic edits, not all tags (since there are many innocuous tags like 'HHVM', 'VisualEditor'). I think this should filter for tags defined as 'important' in [[https://gerrit.wikimedia.org/r/#/c/190656/|commit 190656]]. These are tags that should prompt a patrol for T89553.
