Current design/implementation has an Uploads Tab state that works for when a user has already tagged all the images in their "queue" of uploaded files. However, the messaging on that state is confusing if the user hasn't uploaded anything at all, or has not uploaded anything since the tool was released. In those cases, where the user has never had files added the tagging queue, we need to display something like this: {F31124678} I suggest an update to the wording in that design to: ""

You can also make popular images from other users easier to find by tagging them."
