Apps can be marked `NOT_APPROVED` for various reasons. A user might want to reapply. If they have an existing authorization they are shown a 'Renew' button on the 'My Collection' page, but aren't actually allowed to renew since their previous application was declined. If not, they can apply just like they'd for any other partner. Identify the course of action when a user wants to apply (or renew) again and has an authorization for a partner and a declined (`NOT_APPROVED`) app for the same.

When a user has had a sent application, but then more recently had an application denied, they will see a server error when attempting to renew. Our logic for finding the latest application (to renew it) includes denied applications, which are not valid for renewal, causing an error.
