My synopsis:
* Fundraising is trying to migrate their workflow from Mingle to Phabricator
* They have some serious business things that are confidential beyond #WMF-NDA
* Their confidentiality needs are somewhat fluid in that sometimes they have to loop in different people within and outside of their own team
* Adding a new item to the "Security" drop down is almost certainly too rigid for this case
* We need to allow a few people in Fundraising to manage the policy of their tasks (and to be able to take action to restrict access to tasks that could be misfiled etc)
* We need to create a Fundraising "People" project that is restricted to use for policy
* The #Phabricator team should provide the basic know-how for policy management (I'm sure they will have no problems though)
* I requested that we keep it to a few amount of people for now to gauge how things function
