**Reason**:
Three puppet modules have been merged into operations/puppet and should thus be archived:
* operations/puppet/jmxtrans
* operations/puppet/kafkatee
* operations/puppet/varnishkafka
- [ ] Remove tests in `integration/config` ( `zuul/layout.yaml` )
- [ ] Remove manifest/other references from `mediawiki/vagrant` if they exist
- [ ] Empty repository and add a OBSOLETE file.
- [x] Archive the extension's diffusion repository: rOPJM rOPKT rOPVK
- [x] Mark the repositories read-only in Gerrit:
