This [[ https://en.wikipedia.org/w/api.php?action=help&modules=query%2Bblocks | list=blocks ]] API accepts [[ https://en.wikipedia.org/w/api.php?action=query&list=blocks&bkusers=2600:100D:B100:0:0:0:0:0/40 | IPv6 ranges ]] but errors out with [[ https://en.wikipedia.org/w/api.php?action=query&list=blocks&bkusers=208.80.152.0/22 | IPv4 ranges ]]: `Invalid value "208.80.152.0/22" for user parameter "bkusers".` Special:Contributions meanwhile correctly shows the current block for both IPv4 and IPv6 ranges. This seems like an oversight and not intentional behaviour.

`User::isIP()` accepts IPv6 ranges (like 2001:db8::/32) but not IPv4 ranges (like 192.0.2.0/24). It should probably be made consistent somehow; this might involve having one method to accept ranges and another to not. An audit of existing uses and whether they seem like they should or shouldn't accept ranges is in T239527#5705550.
